Default Block filled right under freeze plugs.

I have a splayed main block that is filled right under the freeze plugs. I told them I wanted it 1/4 filled but filled more than I had originally asked. My question is, will this be street friendly? Meaning can I drive it on the highway 1hr+ or cruise it? This is going to be a turbo app in the near future. But want to throw it in a Camaro I bought for 950.00 and drive the damn thing. Been out of it way to long. I forgot how it feels.

Will it be better to run some kind of engine oil cooler. I am thinking water temp will be fine. But engine oil temp should go up.
