Typically it's flush with the end of the shaft. You can also lay a strait edge across the crank pullet, measure to one of grooves. Then swing the strait edge to the PS pulley, measure from strait edge to same groove on PS pulley (still seated across the face of the crank pulley).

I would say to be careful putting it all the way flush, I did this with mine and it pulled the shaft right out of the pump (My pump may have been bad anyway). After replacing that pump I went with a turn one pulley from ws6store and used the method D14HUGGER.ORANGE suggested and haven't had any problems.

How could you pull the shaft out? Were you using a PS remover/installation tool?
I would say to be careful putting it all the way flush, I did this with mine and it pulled the shaft right out of the pump (My pump may have been bad anyway). After replacing that pump I went with a turn one pulley from ws6store and used the method D14HUGGER.ORANGE suggested and haven't had any problems.
