Default 95 fuel gauge stuck at full level all times

Even when I disconnect the sender wire to the pump and or ground it.

The gauge never moves. But today I stuck a wire in the cluster and moved the level pointer all the way to empty and truned the car on. It went immediately to full. With the sender disconnected. WTF????

What causes this and how to fix it?

Purple wire on the sender is disconnected and its still full.

Cluster bad or shorted to ground on fuel level side only?

From Shoebox's website:

Have you changed out the fuel pump?

Did you put the new pump back into the fuel bucket or just hose clamp it to the bracket?
