If i have a red 02 35th camaro, could i put the 35th stripes on? or were the 35th stripes originally painted on the camaro? or was it a special edition to get the stripes or just a paint option?

You can put them on whatever year / color you want. Many places make replica decals of the 35th LE package and can do it in whatever color you want.

The 35th LE was offered by SLP with the RPO of Z4C. The stripes were decals, not painted on.
