Default 1998 Camaro Low Pressure

My 1998 Camaro Z28 has 35lbs of pressure at the fuel rail.

Has a Granatelli 255 fuel pump.

My question is: Should I replace the regulator first?

Do I need to replace the whole assembly(expensive) or just the pump(less expensive)

What are the differences on the 98 vs 99+?

id verify with another gauge. Then the regulator would be easiest to change but we (98s) have completely different tanks and assemblies
