Question Cooling fan wiring question

My electric fan setup has a high rpm fan and a low rpm fan. It is very noticeable by the sound and the amount of air that they pull when turned on. Now to my questions:

Question #1: which fan is considered the primary fan as far as the computer is concerned? high rpm or low rpm?

Question#2: which fan should I connect the trinary switch to? High rpm or low rpm?

If you wire them with three relays, like the factory did, both fans come on in low speed and both in high. You can certainly tell the difference too when they go from low to high.
