I believe Hooker LT's come with EGR and AIR hookups, but they do not have an EO number so technically they are not emissions legal. Same with Kooks IIRC (regarding hookups. No LT header is emissions legal for 4th gen f-body cars).
Mac midlengths would probably be your best bet. They have an EO number and hookups for everything. Couple that with their y-pipe into your catback. You can then flange your cat and flange a straight pipe and you have the best bang for your buck performance upgrade available. If you can get ahold of SLP headers they too are EO legal and you can basically do the same thing. I've read the SLP's have terrible plug access though. From what I've seen, Macs are about the best out there for emissions style headers.
As far as LT's go, it just depends on how picky the e-check is. If they don't care just as long as the car has cats and the rest of the hookups then you should be fine, however if they know what' they're looking for you'll end up failing even if your car burns cleaner than a Prius.

I have the 93-95 style MAC mids and love them even though I don't have to pass emissions. They are some of the best midtubes out there in my opinion.

Only 2 CARB legal headers for our LT1's: Hooker and Pacesetter. Both are shorty hdrs though i think pacesetter calls theirs mid-length. I have CARB Edelbrocks but Edel dropped their entire exhaust product line. Just dropped from their catalog.

U may not need CARB headers with an EO number. Then u have several mfr of headers with the emissions fittings. Check your smog laws.

Hope this helps ya,
cardo

SLP long ago abandoned the early 4th gen F Bodies.

Not the kinda company I would do business with.
