Default No change in fuel pressure c5 corvette

Started checking fuel pressure the other day after fuel filter change. Pressure is great just never changes at idle or at rpm. Regulator is on the rail I checked the vacuum line and never see vacuum on it at idle or up in rpm. When I apply vacuum to regulator it's self it starts to come down in pressure so I know it works. Vacuumed is pulled off of intake in front of throttle body. Any ideas why I have no vacuum ?? Thanks!

Attach the vacuum line after the throttle body.
There is no vacuum before the throttle body.

It's the stock location ? Is it not supposed to be there ?

If you have a 1997/1998 Y-car then the FPR is in the fuel rail and the reference hose open to BARO/atmosphere... (i.e. it is un-referenced);

this is how 1997/1998 C5 came from the factory; 1999+ Y-car and 1998-2002 F-car all have FPR in fuel module in tank (with reference open).
