Default NEW Timing Chain

I'm installing a new cam and cam timing chain and I lined up both dots like it should. Now I'm checking for piston to valve clearance and noticed when the 2 dots are lined up, #1 cylinder is in overlap. Am I doing something wrong? Shouldn't it be #1 in TDC compression?

With the two dots lined up, the crank and cam both should be at TDC on the compression stroke. If one of the valves is open, there's a problem.
