captain obvious here but did you check fluid level ? sometimes slightly overfilling will help the 2-3 shift especially if your manually shifting it , so if it is low at all it could be your issue.

Since the most common complaint here is a blown 3/4 clutch, your conclusion is probably right. The symptoms start by hitting the rev limiter when attempting the 2-3 shift at WOT, and typically get worse until even moderate throttle is slipping in 3rd gear.

Do a fluid n filter change don't flush it tho. I was having same problem and a fluid n filter change fixed it. Not saying that wouldn't be the clutches but when was the last time it had a fluid n filter done. I suggest to do this first before deciding that the tranny needs parts. One other thing is are u in D or OD when this happens? Mine would only do it in D and made the shift fine in OD good luck

3/4 clutch pack worn very likely. Is it under warranty?

seen this posted many times also that there is more pressure applied regardless of gear your physically in when shifter is in od , forget the mechanical reason but there is one lol , less chance for slippage if left in od

Yes, with a stock(ish) trans, keep it in OD. Otherwise during the 2-3 shift both the 3-4 clutch and overrun clutch are engaging at the same time, robbing the 3-4 clutch of pressure.

The special Sonnax HD 2-3 shift valve improves shifting in[D3] but is a non-trivial install. More info here:

So just to add a bit n see what others do. I launch in D after it make the 1-2 shift I bump it to OD so it will make the 2-3 shift then I drop it back in D so it won't come out of 3rd before the end off the track. If I launch in OD it shifts out early. What do you guys do. My trans is stock with pressure bumped up and shift point adj. stock converter. i run a 1.9 60' 12.92@106.69 it now has a 3600 northtexasconverters single disk billet now haven't been back to track since. Sry to hijack but mine does/did same thing new verter fluid n filter now seems to shift right on street at least.
