Default RTV spatter inside Throttle Body?

Just got the car this weekend and from what I can see its pretty stock. Its a 99 SS Camaro. I pulled the air box because it seems like the lid not align very well and when I did that I looked inside the TB. There looks to be RTV spatter inside the top of the intake. Does this make any sense to anyone? Thanks for any help.

Crazy. I'd have a look further up stream on the intake. I'm betting there is a hole and someone has attempted to seal it.

If it was upstream I would think it would not show in the TB because the flow of air is into and past the intake. I was wondering if someone put RTV on the TB when they installed it and it dripped into the intake and the car was started when the RTV was still soft. Only thing I can think of.

This seems like the most viable explanation.

Is the EGR tube installed?
Perhaps the previous owner removed and plugged with RTV.

The EGR tube is a metallic tube that enters the top of the throttle body, just behind the throttle plate. I can not tell for sure if it is there or not from the photo.

^^EGR enter the top of the manifold. OP, pull the TB and check to see if RTV is behind it, there is no need for it if the gasket on the manifold is good

The pic looks like there IS a cut/trimmed (as per the 'free mod') EGR tube present, but the p.o. could have still used RTV on it to seal beyond the o-ring gasket.

This is the reason I personally try to avoid RTV, when possible.

Sharp looking car by the way!
