Default power steering issue - need help

need help - I put a new rack and pinion in my 99 ss and when I was done I filled the resivour and did about 15 turn to turn with the car still jacked up and when I lowered it and hoped for a test drive the wheel would barely move like the pump wasn't working at all, no whine ,I did notice when filling the resivour it did not take much fluid, did I maybe hook up the power steering lines backwards? also the fluid in the resivour was really hot and the car was only running for a few minutes in my garage?

I was able to find some pics, the lines were hooked up correctly, what else could it be?

Did you remember to put the serpentine belt on? I don't know why it would need to come off with a rack swap, but I'm just thinking of what would cause the steering to be tight.

Did you remember to take the plastic plugs out of the line connections on the new rack?

I got the plugs out, I am going to drain and flush it and see what happens
