Default help please

So i got the rack installed and the power steering was hard as a rock to turn, drove it around for a while thinking i just need to get the air out meanwhile the resevoir just keeps getting empty,i go back underneath the car to find that both the boots are blown up like balloons and full of fluid.I got the whole thing back apart thinking i put the seals in backwards but that doesnt seem to be the case, any help would be greatly appreciated
