Who offers a 4L80E Converter for a 700ish RWHP nitrous fed car at a budget?

3400-3800 is what I am looking for! What do you are you guys using?

700 RWHP, Nitrous, Converter, and budget don't belong in the same sentence.

There isn't going to be a real budget solution. You need a billet cover, ballooning plate, furnace brazed and/or tig welded fins, etc.

Despite the prevalent myth here that a 245mm converter with a ring style attachment is junkfor all applications, you are beyond that (as most combos that need a 4L80E are).

Don't make the mistake of cheaping out here.

I chose Circle D for mine...I've seen a lot of things go wrong with cheaper converters.

Be happy to help you spec a converter out for your combo. But like mentioned, 700 at the tires needs something stout - I would strongly suggest a billet setup.
