The third gears in both transmissions are 1:1. Drop the 4l60e in third and drive it around. That will give a good indication if you can live with a th350.

If you give us a detailed and clearly written explanation of the problem with the 2nd transmission we might be able to help.
Also where did the 2nd 4L60E come from? Was your original trans rebuilt or did you get the 2nd from a junk yard?

Besides losing overdrive, keep in mind that switching to a TH350 will require a speedometer adapter, a spacer kit, a longer drive shaft, adapting the torque tube and other details which will boost the price.
Sponsor Performabuilt sells their Level-1 4L60E for around $1000.
Performabuilt and FLT (and RPM?) sell their Level-2 for around $1500 and lots of people race them for years with 500HP.
Tell us what city you are in and we might have other suggestions.

In short, I suspect your original 4L60E simply wore out from many miles and your 2nd one was a too-cheap rebuild or worn-out used one.

+1 on each point, ESPECIALLY the clearly written part.
