Default HELP something on car

My car has little white specs all over it! I tried clay bar, didn't work... The only thing that seems to work is rubbing each little spec off with your finger nail, but sometimes they just slide around on the paint. I was wondering if you have any ideas to help remove whatever the hell is on my baby lol...

Did you by chance get a paint "overspray" from some road construction?

I have small white specks on my car too, it's from going to the track and having them write the numbers on the window with shoe polish. When trying to clean the shoe polish off it created dust and the dust blew onto the paint. I haven't been able to get it off yet, nothing has worked.
