I Heard Someone Talking About A Headlight 180 Swap For My 98 Ta
What Does That Mean?

i think that it is when you flip around the gear in your headlight motor 180 degrees because the teeth are worn off on one side.

Yes it is when you spin the gear 180* to the un-worn part.
This repair is for when your headlights start acting and sounding "odd" (jackhammering in down position, going up and when setting the alarm,...). The plastic gear has worn.
