Default WOT but not in cell 22?

I recorded some WOT logs to verify my LTFT's were going to zero at WOT. I've altered my WOT Hot table to enter PE at lower throttle positions. Is there something else I need to change so that it enters FTC 22 under different conditions, or should I not worry about it, or...? If memory serves it was cells 11 & 13 primarily, ~20-30% TPA.

In my setup the hot threshold is way high and
the car always uses the normal PE table.

Depending on your FTC RPM boundaries 13 may
be the highest cell # you will see (out of the
0-15 group). Whether you stay in those or go to
22 has something to do with evap purge and/or
other emissions criteria. In either case you should
see the PE commanded fuel air multiplier flip from
1.000 to whatever your PE table has going (but,
which PE table, check as I mentioned). It doesn't
have to be Cell 22 to be WOT/PE. If you see the
big fuel air multiplier (like 1.25ish) PE is live.
