I would say 99 or 00. The best timing and you don't have the availability and funky wiring setup of the 98's.
If you are planning on doing an engine transplant though (from a F-bod to a U-go for example) you will want the 98 PCM because it is the only one that works with the Painless Wiring Harness (very nice )

get a 99-2002 pcm and harness. Strip out all the BS you don't want or need and then contact Allen at Nelson Performance and have him tune you a custom PCM. He's an awesome tuner, has great customer service skills, and can do just about anything you need done to a PCM short of rebuilding the electronics in one. ( he knows someone that can do that for you if you need it.) 98 PCMs suck. The processor is slower. Go for a 2001/2002 PCM if you can get one. If it's for a custom install, flash it for 2002, better performance without custom tuning.
