i have .41 at idle (adjustment screw can change this) and dremeled to 4.61V at wot. Had to fix the cable slacker to get past 4.5V when i was doing the dremel mod.
sounds like you need to check the angle of your blade

Can you elaborate on this? I need to take up a bit of slack in my throttle cable. It's only reading 99.6% at WOT. Or is this a problem with the TPS sensor?

you need to go to ls1university or the other newbie faqs and read about the common TPS voltage/blade angle problem gm has blessed us with.
every stock TB i've met was about where you were. go take your MAF off and look face to face with your TB blade and you'll see the problem

the throttle blade angle is what counts. maybe your tps is not sitting right, you sure the cable slacker (cruise control) is tight?
my bro's car actually hits 4.71V at wot. rumor is 4.7V throws a code, but i have not seen this in person, but i have seen 4.71V max TPS repeatedly
