How can I tell if I am staying in closed loop?

If you see your Fuel Air Multiplier PID sitting at 1.000
that is a pretty good indication. Air/Fuel ratio is the
flip side of this. Be sure though that you don't have
a bogus PID selected. I go with the FAM because it
is on the same basis as the PE table, OLFA table,
etc. and I know that one's "live" because I log it
all the time (well, a couple of times a week at
least).
You have to meet several PE thresholds for power
enrichment to kick in, and maybe wait out a delay
too unless you knock that PE Delay RPM down.
Also an enrichment rate that rolls it on slow.
Closed loop means the system is trying to maintain
the mixture at the set stoich value. Once any sort
of enrichment is applied it has no chance of doing
that so it's open loop.
Nothing wrong with staying in closed loop as long
as you're not pinging and there's more throttle to
give if needed.
If you're matting it and still in closed loop then
maybe you have a TPS, cable slack or bump stop
issue to clear up.

Probably need to look at your PE thresholds then
and figure out which of them are not being met.
MAP and TPS I think are the main ones.
You don't still have tables set to 1.000 do you
(was that you, or somebody else trying to mess
the PE around that way? I forget.)?

No that wasnt me,But I wonder if this is a problem then?Because part throttle the car pick up quick and wot on the Highway is not impressive ,But when I first had my H/C and it was Freshly dyno tuned it was a rocket ship,I wonder if by my not leaving the puter alone now needs learning time?
