No. But it will keep you in your power band after your shifts(shift extension) and that is where you will in a see your gains due to you spinning more RPM after shifts IE: stock shift extension you will drop to like 3000rpm after shifts and you make about say 230hp, now with say a 3500 stall you can see a shift extension of 4800-5100rpm where you may be making like 290hp.

yes. a higher stall will probably lose you more power, but could offer better eficiency depending on what converter,and mods you have done. but going from an "ok" 3200 converter to "awsome" 3200 will probably show better efficiency.
but if you mean upgraded from 3200 to 4000 then you might be hurting more than helping
