It injects air into your catalytic converters when you first start your car. The only point of removing it is to get rid of the annoying hissing noise when you first start your car, and to lose 15-18lbs off the nose of your car. There is a write up in a couple different places. I beleive jmx(ls1howto), constrictor or installuniversity will have something for you there.

Basically, the AIR system is an emission device that injects air into the exhaust system to dilute tailpipe emissions.

What does the air system do?

It Falls off your car, and the manifolds magically grow blockoff plates--its really a neat process to watch

By the way, you might get an SES light from removing it--that can be edited out with ls1edit

So if a second one where to be added into the exhaust after the cats, that would help even more a car to pass emmissions

The air it feeds heats the cats up quicker. I yank it and the cats off all my cars because I hate vegitarians (especially Moby).

I don't worry about AIR, my 99 didn't come with it.
