Desired IAC counts...jumping anywhere from 16 to 458?

Desired IAC counts...jumping anywhere from 16 to 458? What is the deal with "Desired IAC Counts"? I logged mine with HP Tuners (of course I do have a glitchy 98), and even while the desired airflow is steady, the desired IAC counts jump up and down, anywhere from 16 to 458. The actual counts stay steads, but it is hard to gauge if you are near where you should be when the desired counts is just doing it's own thing. Anybody out there that can shed some light on this?
