What do I need to do to get 400HP+ ?
Consider the following:
On my 2001 WS6 I already have:
- GMMG catback
- Volant Intake
- Shaner S3
I want to keep the low torque and the car can't get any louder than it already is. What can I do and for hom much ($$) to get to the 400HP mark WITHOUT supercharging or a turbo?

um the car can't get any louder? then you can't get to 400 unless you're willing to consider the sauce, in which case you can say hello to more then that even.
try this list:
- underdrive pulley
- LT headers
- cam swap
thats what you're going to need, period. i read your requirement of the loudness part,
but guess what, its not going to happen. headers and cams both make the car loud. the bottle is the only other option to get your car to where you want it since you've ruled out the other power adders(which are perfectly good IMHO, expensive tho).

You could do a Head @ Cam package with longtube headers and a highflow catted y pipe still easily make 400+rwhp and still be relatively quiet. My car is a perfect example of this.

You left out a lot of important details:
1) can you do the work yourself
2) flywheel or rear-wheel horsepower
I probably have about 400 flywheel horsepower with my mods, and I only spent about $2000 or so. If you are talking rear-wheel, that is another ball-game. $3500-$4000 should put you there if you shop carefully.
