Throttle cracker keeps your throttle blade or IAC
open slightly while rolling, this is what makes your
moving idle higher than stopped idle. The decay
controls how fast you settle, from rolling idle to
your parked idle RPM. It's useful if your idle is a bit
unstable or surge-y, to let it come down slow and
soft.

I have never seen it do anything productive for idle. It is definitely good for low-rpm surging issues. And I may have found another use for it...

They are also supposed to make shifts smoother in a six speed by not letting the rpms fall too fast between shifts. That is the idea anyway.
