Default whats needed to reflash a pcm?

I have a PCM that i belive is flashed with a V6 program in it, the service part number is correct for a 1999-2002 V8 f-car computer.

What equipment is needed to relfash it, to say a 2000 Formula, can a Tech II do the job? If not, what is needed.

What it needed in my case was to roll up to the service
department, ask for them to swap it in and do an in-car
reflash, and pay 3/4 hour of shop rates. I think to do it
off-car requires a bench harness that a lot of places
don't have. The place I got it done isn't that fancy when
it comes to tuning, I think the Tech-II is all they have.

thanks, bench harness is not a problem to build, been meaning to anyways. and have access to a tech II.

I would just do the swap, but since i don't have a 99-02 car, makes that harder
