What does "advance/ retard" ground in to cam mean?

What does "advance/ retard" ground in to cam mean?
I have heard the term before, but not sure what it means.
For example, for my 408ci, my builder spec'ed out a cam with +2 ...I assume that means advance. What benefits will I gain? I will be spraying a 200 shot also.

the term specifies where your intake centerline will be. using your cam example, a 114 lsa with 2 degrees of advance puts the intake centerline at 112. the advance will move your powerband down slightly in the rpm range.
