Is 29 ft pounds with assembly lube correct?

I know diffrent bolts and studs call for diffrent things, but the stockers are only 18 ft'lbs. I would do 10 on the first pass and 20 on the second.

i did 8 on the first pass and and 11 on the second with the assembly lube. and tightened in sequence.

11 ft pounds seems extriemely low
