Default Input on doing just a cam or doing a head and cam on a 02 Z-28 advise please

Hey all:
I am lokking into either doing a cam or doing the head and cam.

How much is the HP gains just from a cam to a head and cam?

I have a 2002 Z-28 auto with 14,000 miles.

I have done some bolt ons such as Lid, filter, bellows boot, ported throttle body and a catback.

Note I live in California so we have the strict smog laws. I want to keep it smog legal so I cant do long or mid length headers.

I am also looking into doing a 2800-3200 stall and maybe 323-342 gears.

I want more of a street car. I dont go to the track that offten. I just want enough power to hold my own against a Corvette or a 03-04 stock Cobra.

Price is somewhat a issue but not really. I alread have a toy in the garage. But I do want the Z-28 to hold its own on the street also.

Thanks all Ken

Id say get some long tube headers to go with that catback, a stall, and a nice head and cam package. You will make just as much power with a smaller sized head and cam package as a HUGE cam, but with better driveability and more low end torque. I would say a good set of heads with a 220/220 - 224/228 sized cam on a 114 lsa with around .550 - .580 on the lift.
