"unable to connect with cable"

"unable to connect with cable"
thats what i get everytime i try to log or read VCM. everything is plugged in. i had to buy a USB adapter to make the cable work with the computer as thats the only kind of port it has. the computer uses windows 98.
another thing that could help- when i plug in the USB cable, "new hardware was found" pops up on the screen. i tried finding something to load it with but have not found anything
i've got a few pictures to show what i'm working with
any suggestions? it was all plugged in and the ignition in the run position... abs inop, service vehicle, SES, and ABS were all shining at me

You need to make sure that the Comm port # that is in the LS1prog Program. (Settings... in the menu bar) is the same one that is established w/your computer. (Right click my computer and select Manage, then go to device manager and view the ports.)
