Will the BMR battery tray with an optima red top sealed battery pass tech? Not sure on this but was told a sealed battery did not need to be in a box.

part correct, yes you have to use a dry cell like the optima( run a red top myself) but rules also state that unless the battery is behind a firewall you need a sealed and vented box. i run a jegs polished aluminum one myself. don't forget the cut off switch,too.
