Another vote for rims only.
There's also a real easy way to make a template. Place a piece of newspaper on the ground. Put the rim on it and trace around the rim. Cut out the circle and then fold it twice and it will resemble a pie slice. On the outside edge, punch holes in the corners and one in the middle. Unfold it and tape it to your rim to mark. Voila, evenly spaced holes.

the only problem i see is you need to debur the back of the holes after drilling them, and it might be a little difficult to get in there with the tire in the way. "can" it be done? yes. would i do it? no...but then agian i have access to a tire machine

I have drilled/screwed dozens of wheels with the tires on and aired up, just put a piece of vacuum line over the bit so it only goes in to the edge of the rim and just touches the tire. You will have to clean the aluminum shavings out of the bit because they will collect in the rubber tubing but thats it.

I've seen some folks drill and screw while the tire is still on the rim but I won't do it. While the tire is OFF the rim I drill, debur, I then install the screws, take the screws out and debur again. I certainly wouldn't want that extra metal scrap between my tire and rim.
I then mount the tires and air them up to about 20 lbs and run the screws in with a ratchet. Done. I read those directions I follow somewhere

doing it right the first time...as described above with drilling, tapping etc...will provide a long life of screwing and unscrewing tires with out the holes getting messed up. I mount up tires for friends all the time at my bro's shop. Some guys that are idiots and dont do the holes right...most of their screw holes are stripped out and fugged up. Do it right the first time, or be an idiot with $1k rims.

HMMM, tapping? Never heard of that. But anyway, here are the instructions for rim screwing on MT's web site. Go to the tech section and it's about 3 or 4 set of instructions down. They use 12 screws per side and I use 8 but the procedure is pretty close to what I said above. I don't use tubes so I want my sealing surface to be clean.

do what ever you wanna do. some people are smart...some are not. i have a set of rims that ive screwed and unscrewed dozens of time and the holes are still perfect. then i have guys bring me rims that the holes are all fugged up...prolly from over tightening the screws. but still...if you take ur time and do it right it comes out perfect.

Doing it with the tires on the wheels has nothing to do with taking your time. I have seen people screw up drilling their wheels with no tires on them also. The more you screw and unscrew them the more the more the holes will get buggered up - doing it with the tires on or off that car the first time has nothing to do with it. Phil asked if it can be done with the tires on, YES it can be done, and it can be done nicely.
