Shift point RPM thresholds (obd 1)?

Shift point RPM thresholds? Anybody know the real purpose of kickdown (normal, hot & cold) shift RPM thresholds? I heard one guy set them all to 1024 rpm, in order to make the transmission shift at its' mph shift points. What does it represent?
