Default Idle proportional fuel tables? On/Off?

What is the exact purpose of these tables. Found some guys turning it off to help with surge, but surge where. Cold start, hot start, part throttle. What are the effects of turning this off? Thanks for the info guys!

Turning off proportional idle helped for awhile. After I tuned everything I was able to turn it back on with no negative effects. Tune the car with DFCO and proportional idle off, then turn them both back on.
