Default Starting Problem

I have a '99 T/A WS-6. I just installed a FAST 78mm TB and intake, NGK plugs, MSD 8.5mm wires, SLP air lid, and programmed the computer with an HPP3. I have had it out of the garage for about 3 weeks now and I have filled up with 93 octane fuel twice. I car runs great except for when I fill up with gas. As soon as I am done filling with gas, the car doesn't want to start. I have to keep turning the key and once it fires, rev the engine for a minute. Once that is done, I runs great until I fill again. It doesn't smell like it is getting flooded. Any ideas!!!
