Default loss of power from 2000-3000 rpm

For the last year or so I have had a very noticable loss of power from the 2000-3000 rpm range in all gears when i am driving at normal, slower accelerating speeds. When i get on it, I don't notice it, its only at the slower acceleration moments. I thought at first maybe it was an ignition problem, I changed plugs and wires, but that didn't seem to help. I was told maybe it was my pressure release valve in my fuel tank. Has anyone had or heard of a problem like this? and if so know any way to solve it?

have you made any changes to the fueling or spark tables?
