Default 3,000 rpm noise from up front

No idea what this noise is. I have heard it since I got the car.

I get a noise at exactly 3,000 RPM until around 3,300 RPM. Happens in every gear. Its like a spinning noise, similar to a turbine starting up, whistle almost... very hard to explain in words. like a higher pitched "whir whir whir whir" that the speed goes up with the rpm and slightly changes in tone. Its not the intake or anything like that.

I thought it was my clutch being gay or my flywheel. But we have installed new and a new tranny and it still makes the exact same noise at the exact same rpms as before.

Its not deafening loud by anymeans, but if you were driving right next to me you would probably hear it if you were next to the front of the car.

LOL sorry, but its really hard to explain the sound.

Any thoughts?

Oh and if it mattered, EGR and AIR is now deleted and it made the sound before and after. No its not a vacuum leak sound.

Eh... sorta but not really. And yes it is DEFINATELY coming from the front end. Not the rear. This is not speed variable but RPM.

Also first time I tried... it does it in neutral as well.

Reminds me of grabbing a plastic jump rope and swiging it in a circle in the air.

there is no belt residue on the hood or anywhere that I can find. And like I said its not very loud. What can I do to try to pinpoint this? I have no idea how to find it.
