Default newbie editing question

Alright I want to cut an image (picture of rims) and put them on my car to see what they will look like. What kind of software do I need to do this? Will anything that comes on windows do that or I have bunch of other software programs that came with my printer and microsoft office?

It can theoretically be done with almost any image editing software (there have been a few people who've done stuff with MS Paint ), but you'll get better results with the higher-level programs such as Jasc Paint Shop Pro and Adobe Photoshop.
