Default when seating the pulley, is it flush with crank?

i got my problems 1/2 way figured out, trying to reseat the pulley right now. i have .145 inches left until it is flush with the crank shaft front snout but the pulley will not budge any more past that point. is this how it is suppose to be?? or is it suppose to be all the way flush with the front of the crank? common sense tells me i dont want it flush or else there might not be any pressure holding the pulley on to the crank if the bolt is touching the crank. let me know guys so i cna figure out what i have to do from here, thanks

Put the old stock bolt in and tq to 250 ft lbs to seat the pulley. Then remove the old bolt and install new GM bolt and tq to 37 ft lbs and then turn the bolt an additional 140 degrees. If you are using a ARP bolt, use their spec for final tq.

The crank should be slightly below the face of the crank pulley. They should not be completely flush.

The nose of the crank should be recessed .094 to.176" into the balancer bore.
