question about start up flare control vs rpm error

When you first start the car a decent amount of fuel is dumped into the engine to get it started. That would potentially cause the idle to "flare" up.
The under and over tables for rpm error are used to balance the idle around the desired rpm by adding or removing advance to affect an rpm change. More advance would raise the idle and vice versa.
