I am thinking of stroking my ls1 to a 382. The problem is my car has 82k miles on it. I am a bit concerned about my block. What precautins do I need to do to do this safely.

it will be a 383... 382 are made with the factory bore... youll have to hone (clean up) the cylinder walls and seat new rings... the bore will end up being a 3.905 ...

sounds good to me... probably good for a refreshining... go ahead and forge the top-end while your in there...

can I safely hone a 98 block .005? I heard the 98's have VERY thin sleeves.

A 98 block should take a hone. That's the most you can hope to get out of it though. At least this is what I have read...
