I have a question... similar to above
in photoshop I guess, is there a way to take a picture and select a file size as you save it to conform the picture to, what I mean is like the picture is big and you want a small picture that is, say 5kb, is there a way to select the desired final file size and it automatically converts the quality of the picture?
or how would you go about doing this, to reduce and save a picture as a certain size?

I haven't used the latest versions, but what I've used didn't have anything like that... unless you're using the latest version and things have changed drastically, what you can do is go to File -> Save For Web, and in the '4 Up' view (shows four possible readjustments of the image at once, with the resulting file size underneath each), you can make changes to the default settings until you find a combination that comes out to the right size
