Default rebuilding an LS1 with good heads etc.

A while ago I hydro locked my 01 WS6 M6 with brackish water here in Hawaii.

We tore most of everything out of the motor. The heads look siezed shut. Rusted shut. I had water in the intake manifold along with in the oil and heads.
I want to rebuild after its resleaved and have new heads, cam, and much more added into her.

But I dont want to spend the money on something that either wont last or I can buy a shortblock 408 for $3500.00. and then order heads and a cam for it. I have heard AFR are the best heads to go to..

I am confussed on what to do. I have some money to play with but I do need
1- new clutch
2- starter
3- Alt.
4- exhaust including y-pipe 0 cats
5- would like cermaic headers
6- weldon subframe connectors
7- baer or brembo OEM cross drilled and slotted rotors and pads
8- and other small things ( LCA)

I have around 11k to spend on things
I know what I want for an end goal which is 500rwhp without spray or superchager or a STS.

I am learning a lot about tearing down a motor all this is totally new to me. I have some people giving me a very helpful hand but I would like others opions too. So I can have a better clue and other peoples thoughts or what they have been through that will help. SO thank you for whom help me out..
