2001 C5 - car wont shift to 4th *quickly*. Whats wrong?

Default 2001 C5 - car wont shift to 4th *quickly*. Whats wrong?

Transmission has be rebuilded a few times. Problem wont go away.

1) when cruising and manually shifting to 4th, car does not shift to forth quickly. It seems like it goes to neutral as the car revs up before then shifts. The problem im reporting is the delay (as the car does shift to 4th).

2) When trying to top speed the car, I cant get it to shift to forth quickly. It stays in 3rd (drops about 10mph in delay) then shifts to forth.

What do I need to get my problem fixed? Rebuild kits? If so where can I get them at?

I dont relly know anything about tranmissions but if I were to say anything I would have to its your converter :O! but I dont know y it would only do this into 4th

mine does this from 1st to 2nd on my daily driver -i have a camaro (v6) 1996 i dont know how to fix it either
