The trans only downshifts back to 2nd gear at that speed. Just not much kick to 2nd @ 40mph....

This is the exact reason when someone wants to race me from a roll I request a 30mph roll.. if you get up to 40 she wont go down to first and as mentioned above it really wont do anything but if you get down too low, like 10 mph its not all that great either.. so in an A4 I either go from a dig, or from 30.. both places she is a beast, that is with 2:73 gears though, I cant testify for other gears as I am sure they will react differently with a set of 3:42's or 3:73's.. Oh, and another SWEET spot is at about 75ish.. nail it and you seeing 100mph in no time at all...
Edit:.. just wanted to add this.. The A4 isnt all that bad, most of my buddies with 6 speeds cant race me from a dig, I beat them everytime, from a roll is another story.. my 2:73's make it so I can just squat and go while they are feathering the clutch and gas to get theirs going..

i think every gm vehicle is like this....my 2001 regal was like this....also my dads 2500 6.0 pickup with 4.10s wont even kick down at 40.....what i learned is if u sort of pump the gas slightly once u can get these trannies to kick down and hold around 1500 rpms in third for a short time when u see it hold at those rpm's then stomp on it and it should at least bark the tires even if you're stock at 40mph.....if u let it get into 4th gear then stomp it then these things are pooches.

The part throttle shift tables as-delivered are a large
part of the problem. You can make the car a lot more
pedal-responsive if you tune these right. However at
40MPH you're just about ready for the 1-2 upshift and
back to the bottom again. This is where a converter
can help you, some (by keeping you out of the basement
by "shift extension" softening and torque multiplication
when you are slipping it).
You can bark the tires by a 2-1 downshift at 40MPH, but
if you're going to upshift again at 42 then it's probably
just a waste of rubber with minimal performance gain.
A properly tailored part-throttle profile gives you a car
that is not "all or nothing" (downshift only at WOT etc.)
but is predictable, controllable and responsive with the
ability to be wherever in the powerband you like, by
gas pedal.
The converter complements, but does not replace this
aspect.

A pretty good set of tables in Excel form are hosted at:

Bear in mind the rear gears and converter stall/STR are
going to change where you want yours.
