Put the end of the tube in the flaring tool flush or just over flush with the flat surface and clamp the 2 halves together. Put a small amount of vasoline on the tip of the flaring cone and slide the cone over the flaring tool and tighten the cone down until it begins to start spreading the tube making the flare, you don't have to take it all the way to the sides of the tool when it's close take the cone off and remove the tube, it's done.

Tight enough so that the tube doesn't try to back out of the blocks while you are trying to make the flare, you are actually pushing on the tube walls so they need to be fairly tight. The tool should have like 5 different sized holes in it, when you have the correct sized hole for your tube diameter the tube will be fairly snug. BTW, I take it you do know that you can put the 1st ferrule and "B" nut on after you've made the flare but you must put the 2nd ferrule and 2nd "B" nut on before you start to make the 2nd flare.
