60' ? Tuning issue ?

60' ? Tuning issue ? Looking for what others are running with similar combo's, or input here.
2200-5000 rpm range
This weekend I tried timing anywhere from 24-28, and got the best at 25deg. AFR in the upper 12's, and lower 13's. The onset of WOT will show low 12's then jump to high 12's. http://j.cz28.com/1161-at-1174.jpg
Maybe it needs more fuel here ? Or ? Anybody else have logs from a sub 1.65 60' with a 3800 or similar converter ? The converter does not seem to hit the stall it should, and resulting 60' times/logs show that. 1.70 avg this weekend in cool weather, and good hook.
