Default Dirty looking windshield, like old headlamp covers

I have found threads on revitalizing headlight lens, but my windshiled looks dirty. This is most apparent when driving into a setting sun. It looks like soem kind of chemical has dusted it with real small drops. I can tell it's on the exterior because it's slightly better where the wipers go. Anyone had this problem and found a remedy aside from replacing it? I've tried lots of windex etc. Looks like maybe a fine polish or something might work but what is a good place to start.
