Default can outside air temperature affect idle?

my car has been idleing like **** ever since it started getting cold..its a 01 t/a with a 233/239 cam with all the basic bolt ons..i had my car tuned at a shop during the summer.and they had it idleing perfect!.it was like 95 degrees eveyday then...now lately its been like anywhere from 30-60 degress and it idles really bad..would the air temp cause this or is sumin else wrong? thanks...

the raf table is based on coolant temp, which would be colder in colder weather. thus yes it will effect idle.

its always on cold start ups, very rarely on warm start ups..also sometimes the damn idle will stick like at 1400 rpm when im comin to a stop sign and have the clutch pressed in..
